Trade blockade of Donbass and disruption of coal delivery from an uncontrolled territory forced the Cabinet of Ministers of Ukraine to introduce a state of emergency in the electric power industry. Ukraine faced a real threat of electricity outages. The causes of these risks lie in incompatibility of Ukrainian and European power grids and lack of reform progress in Ukraine.
